The City of Dallas researched the Regional Center marketplace for two full years before launching the CDRC. The result of this intensive effort is the CDRC’s unique structure that aligns the City’s economic development priorities with the goals of EB-5 investors. This is the CDRC Advantage.
A True Public-Private Partnership
The City of Dallas owns the CDRC. The City has contracted with Civitas Capital Management, a professional investment management firm, to manage the CDRC. This structure provides investors with the several advantages:
- Proprietary deal flow. Both Civitas and the City have access to proprietary sources of potential EB-5 transactions. In the CDRC partnership, these opportunities are pooled, and Civitas selects only one out of every 100 potential transactions. We only select the best.
- Co-Investment. The City of Dallas often co-invests directly in CDRC projects through tax abatements, grants and other programs.
- Reputation. With every CDRC investment, the reputations of both the City of Dallas and Civitas Capital Management are at stake.
Both the City and Civitas are deeply committed to the CDRC’s success.
Independent, Institutional-Quality Management
The CDRC is managed by Civitas Capital Management, LLC, a professional, independent investment manager. Civitas performs rigorous institutional-quality financial analysis of each project, screening investments to ensure they meet job creation requirements and preserve investors’ capital. Civitas does not sponsor its own projects therefore there is no motivation to do one project over another. This allows Civitas to choose projects based solely on their ability to provide what is important to EB-5 investors.
Dallas
CDRC investors do not have to live in Dallas (though we highly recommend it!). However, regardless of where an investor may choose to live, it is crucial to invest your EB-5 dollars in a stable and growing market. As the fourth largest metropolitan area in the United States, behind only New York, Los Angeles, and Chicago, and a consistent leader in terms of both job and population growth, the City of Dallas certainly has the wind at its back.
